Prepare the pan and streusel
- Preheat the oven to 350°F. Grease an 8-inch square baking pan and line with parchment if desired.
- In a medium bowl, stir together the streusel flour, brown sugar, cinnamon, and salt. Add the melted butter and mix with a fork until crumbly. Set aside.
Make the batter
- In a separate bowl, whisk together the cake flour, baking powder, baking soda, cinnamon, ginger, nutmeg, and salt.
- In a large bowl, whisk the oil, brown sugar, and granulated sugar until smooth. Add the eggs, pumpkin puree, vanilla, and milk, and whisk until fully combined.
- Add the dry ingredients to the wet ingredients and stir just until no dry streaks remain. Do not overmix.
Assemble and bake
- Spread the batter evenly into the prepared pan.
- Sprinkle the streusel evenly over the batter, breaking up any very large clumps.
- Bake for 38 to 42 minutes, until the top is golden and a toothpick inserted in the center comes out with a few moist crumbs.
- Cool the cake in the pan for at least 20 minutes.
Glaze and serve
- In a small bowl, stir together the powdered sugar, 1 1/2 tablespoons milk, and vanilla. Add more milk if needed for a thick but pourable glaze.
- Drizzle the glaze over the slightly warm or cooled cake. Slice and serve.
Notes
Measure flour carefully for a tender crumb. Use thick pumpkin puree, not pumpkin pie filling. Do not overmix the batter. If desired, skip the glaze for a less sweet finish.
